Base of container = 60cm * 40 cm = 2,400 cm2
Volume = 2,400 * 10(given) = 24,000 cm3
Difference in inflow and outflow = 200 cm3 – 300 cm3 = -100 cm3 per minute
Volume outflow after 20 mins = 20 * 100 = 2000 cm3
Volume of water in container after 20 mins= 24,000 – 2,000 = 22,000 cm3
Height = 22,000 / 2,400 = 9.167 cm

Alternative, you can calculate the volume lost = 100 cm3 per min * 20 mins = 2000 cm3
Height reduced = 2,000 cm3 / 2400 cm2 = 0.833 cm.
Final height of water = 10 cm - 0.833 cm = 9.167 cm
