The setup makes use of the difference in melting points. Sand melts at a far higher temperature than what a bunsen burner can provide. When iodine is heated, it sublimates to form iodine vapor which then travels upward to the cooler region near the neck of the inverted funnel where it's cooled and solidifies while the sand only gets heated with no chemical reaction observed.
