Madam Suwanai was born in 1988.
Her son was born in 2015.

2015 - 1988 = 27

This means Madam Suwanai was 27 years old when she gave birth to her son in 2015. She is 27 years older than her son.

4 times her son age is the same as saying she is 3 times older than her son.

So if 3 times older = 27 years older,

Her son's age would be 27 ÷ 3 = 9.

9 x 4 = 36.
She would be 36 years old when she is 4 times as old as her son.

Since you say the answer is 9, it means the question is assuming the year is now 2015, whereby she is 27 years old.

From being 27 years old to becoming 36 years old, there is a period of 9 years. So the answer is 9 years' time.
