The greatest number is 25,749. Rounding down happens between 1- 49 while above 50 you round up.

since you're rounding to the nearest hundreds, you look at the tens place.
for more than / equal to 5: you round up.
less than 5: round down.
for more than / equal to 5: you round up.
less than 5: round down.
