the relative rate of abstraction depends on two factors namely:
1. ratio of different types of hydrogen atoms present in the alkanes
2. stability of each type of carbon radical intermediate present.

as you can see from the drawing, the ratio of primary to secondary to tertiary hydrogen atoms present are 9:4:1.

however, the stability of the carbon radical intermediate increases as follows:
primary < secondary < tertiary
hence, the tertiary hydrogen atoms are more likely to undergo free radical substitution as the radicals formed are more stable.

this results in the ratio shown in the table.
