Note that both ethane and CO2 are gaseous, so there is no need to convert to moles.

2 moles of ethane produce 4 moles of CO2, so the ratio of moles of C2H6:CO2 = 1:2, which is also the same as the volume ratio, because they are both gases at r.t.p. So 1200 cm3 of ethane produces 2 x 1200 = 2400 cm3 CO2.
