I have used the 'trial and error' method to solve this question.
Since you know that Tom will need 17 pens more in order to group his pens into groups of 7, you know that the number of pens he has must be = [(a multiple of 7) - 17)]
And since you know that if Tom starts to group his pens into groups of 4, there will be a point where he has 15 pens left over.
Therefore, you know that if you take (No. of Pens) - 15, the answer to that must fully be divisible by 4.
