700Pa is not the pressure at the bottom surface. The formula for pressure in fluid is actually the pressure difference between an arbitrary point and a reference point aka datum (normally the water surface).

Part b: Upward force = (difference in pressure of top and bottom) x (bottom surface area)

No special formula. Just (difference in P) x (surface area)

The (1/100)^2 is just converting cm^2 to m^2
