Why is B not true? I thought from the above eqns, there are more moles of OH- ions used so the conc of KOH would decrease

KOH is the catalyst in the reaction. If you draw the full ionic equation, you can see that the concentration of OH- does not change as it cancels out on both sides of the equation.
