In part (a)(i), 2/6 refers to a girl staying on A or C room on a particular floor while 1/5 refers to the other firl staying on B room of that floor. Multiply by 2 twice refers to the two girls being interchangeable and there are 2 floors in the hotel.
Part (b) is conditional probability where 4/15 divided by 2 refers to the two girls staying next to each other on the second floor only and the divided by 1/2 refers to the condition that Kate is already on the second floor.
