7*7=49
8*6=48
49-48=1
so answer is 49

Number of cookies=Less than 50
Multiples of 7
7,14,21,28,35,42,49

Multiples of 8
8,16,24,32,40,48

When he packs 8 in a packet,he is left with one cookie.
When he packs 7 in a packet,he is left with none

So therefore when he packs 8 in a packet,it must +1 to get the same number of cookies when packed 7 in a packet.So,as seen from the table above,48 from multiples of 8 and 49 from multiples of 7 are the only numbers below 50 that have the difference of 1.

Number of cookies =48+1
=49
