The length of the square = breadth of rectangle.
4 of the square length = 1 length of the rectangle and from the vertical rectangle, you can see that 2 lengths of the square + 2 breadth of rectangle = 1 length of rectangle.
So from here you can tell that 1 rectangle area = 4 squares area. Change all your rectangles into squares and the figure has a total of 24 squares.

a) 24 squares = 1176
1 square = 1176/24 = 49cm2

b) length of square = square root 49 = 7
Length of rectangle = 7 x 4 = 28
Perimeter of small rectangle = 28 x 2 + 7 x 2 = 70cm

I want to clarify this part better:

From the image.
The top most rectangle tells us that the length of the rectangle = 4 squares.

The rectangle on the left tells us that the length of the rectangle = 2 squares + 2 breaths of rectangle, hence 2 breadths of rectangles = 2 squares.
