From the picture you can see that the y intercept will always be c/2. When c is greater than -2, the y intercept will increase, and you can imagine the straight line going up, so it will never intersect the graph y=ln x. So when c>-2, there is no solution.

The question itself is poorly set given the correct log curve is ln(|x|) and not ln (x).

As for the # of solution, as c increases the (dotted blue) straight line moves up and it is clear from the diagram the # of intersection points of the line with the (bold blue) log curve, which corresponds to the # of solutions, will remain at 1.
