I tried using Ratio, Percentage and simultaneous equation but cannot solve.

Make the white counters have the same units in the ratio (which is simplified to 7u)
Then find the difference in the number of black counters (which is 21u - 13u = 8u)
8u —> 40 Black Counters
1u —> 5 Black
Since 1u of counters of either colour represents the same 5 counters…
White counters at first = 7u x 5 - 15 = 20 counters
