disagree. for -2 < x < 3, f"(x) actually decreases from some positive value to some negative value.

f''(x) gives the gradient of y = f'(x).

at x = -2, y = f(x) has a minimum point, with
f'(x) = 0, and f'(x) is increasing, so f''(x) > 0.

at x = 3, y = f(x) has a maximum point, with
f'(x) = 0, and f'(x) is decreasing, so f''(x) < 0.
