Pls note that the smaller angle at O is angle POQ and not angle OPQ as stated in the question. It is a typo.
Let the radius be r and the smaller angle be theta. So the bigger angle will be 2pi- theta since qn asks for radian mode. Apply formula for circumference of sector for each of the sector and find the perimeter in terms of r, theta and pi. Form the equation and solve for theta.
