I dont understand Q21 part 2. Why is it at 2pm, the tank is hald empty is not possible to tell?

Not possible to tell. Question didn't mentioned water is filled till the brim at 1st.
The tank volume may be more than 2000 liter. Example 2500L, therefore,1000L is not half full or half empty.
