To make 1u of blue and 1u of red to same unit., So 1u =63
Blue = 63
Red = 2×63=126

Good questions.
In fact, I made 1u to 63p (smaller portion)
You can assume 1u to other value but must be common multiple of 9 and 7.
Let say 1u = 126, so 2u = 252 cause question asked for fraction of shapes Kira drew. That in ratio, once you simplifying, it back to same answer.

Let calculate 1u = 126p
Blue = 126p÷9= 14p
1p= 3 star
14p = 42 star

Red = 2u = 252p ÷ 7 = 36p
1p= 5 heart shapes
36p = 180 Heart shape

Total shapes= 42+180 =222
Fraction= total start/total all
= 42/222
= 7/37
