Rewrite 49 as 48 + 1.

49^15 - 1
= (48 + 1)^15 - 1
= 48^15 + … + 1^15 - 1

In the expansion of (48 + 1)^15, there are a total of 15 out of the 16 terms which contains at least one power of 48. Only the last term in the expansion, 1^15, does not. This is negated by the “- 1” at the end, so now all the terms will be multiples of 48, so they are going to be divisible by 8 as well.
