Since you have already identify the minimum point which is (2,3), the graph will be symmetrical at x=2.

Expand N simplify the vertex form given in the question. U will get standard form QE, based on the standard form, u can get the y-intercept point immediately to ensure the graph is correct.

Once you get y-intercept (0,7)
U can mirror this point along the symmetry line x=2 to get the other point with the same y coordinator as y - intercept

Based on these 2 points N vertex point , u can easily sketch out the QE curve accordingly.
