Your last two lines went from (x - 2) to (x - 3). Likely a miswriting of "2" as a "3" because the power is 3.

The x-axis has a gradient of zero, so if the tangent is parallel to the x-axis, its gradient must also be zero.

In other words, we are solving for dy/dx = 0.
