Since the tank is constantly being refilled by Tap X while Tap Y is draining the tank.
We need to find what is the net flow out rate.
So Tap X - Tap Y which will give you a result of 0.12L or 120ml of water being drained per minute.
Then it is a simple equation of dividing 4.8L by 0.12 L
