How did u go from the first to the second line ?
If a x b = 0, then a = kb. This is an important result to be memorised.

Vector product = 0, two vectors are parallel to each other, so a = kb
Scalar product = 0, two vectors are perpendicular to each other

Why is the angle 0?
L1 and L2 now lie in the same plane, so there has to be no angle.
Previously when they were on different planes, there will be some angle.
