The answer is 1. This is because the rate of photosynthesis increases proportionally with light intensity initially, which explains the initially upward gradient of the graph.

At much higher light intensity, the limiting factor for the rate of photosynthesis is no longer light intensity, and can be any other factor that affects the rate of photosynthesis. For example, the concentration of carbon dioxide, etc.
