Part (b). Differentiation and 2nd derivative test. For theta, 2nd quadrant is used given that theta has to be within the semicircle (1st/2nd quadrant). Since cos theta = -3/5, 2nd quadrant is used instead of 4th quadrant. Hope it helps!
