Note that the iron is earthed. Earth has a limitless capacity to take in electrons or donate electrons. Concise: Electrons move from earth to the Al foil, to neutralise the excess positive charge. The Al foil has been discharged and falls off.

Yes. Its a term you have to be familiar with for the chapter. Discharged = charge has been removed from a charged object. The object has no net charge after.

Why would be attracted to the iron if uncharged? If you think are correct, you must be able name the attractive force. Can you?

No depends... any conductor that is earthed, will be discharged or become electrically neutral.
