Since they say less than 386, doesn't that mean I should =385?
Yes. You are right but we use < (less than) ,for calculation.
So,
4x +6 < 386
x < 95
x = 94
Answer = 94+3 = 97
So,
4x +6 < 386
x < 95
x = 94
Answer = 94+3 = 97
