"Degree" means the highest power in this instance.

The highest power of x in the left-hand-side expression is 4.

By default, since this is an identity, the highest power of x in the right-hand-side expression should also be 4.

Observe that in (x² - 1) (x - 2), multiplying the highest powers of x from each brackets yields us x³. To obtain the required x⁴, we need one more power of x. This comes from the expression Q(x) which has to be a degree one expression.
