You will need to form 2 equations.
Let the first digit be x
Let the second digit be y

The expression for the 2-digit number will be 10x+y.
This is because the first digit x is in the tenths place
(Example: to get a 2 digit number 23, you need to take 20 + 3)

From the first sentence of the question:
⅛ (10x + y) = x+y
10x + y = 8x + 8y
2x = 7y —— equation 1

From the second sentence:
10x + y - 45 = 10y + x (same logic as the first number)
9x - 45 = 9y
x - 5 = y —— equation 2

Substituting equation 2 into equation 1:
2x = 7(x - 5)
5x = 35
x = 7

From equation 2,
y = 2

Hence, the original number is
10x + y = 72
