The pattern is 102031.

102031
102031
102031

Six numbers in each of them.

200 divided by 6 is 33 with a remainder of 2.

In other words, the first 200 digits is made of 33 sets of 102031 followed by a 1 and a 0.

So, the 200tg digit is 0.
