If you treat mass of paper as 1 unit,
Then mass of cans = 4 units

So,

4 units + mass of bin = 245.6 kg
1 unit + mass of bin = 89.3 kg

Difference = 4 units - 1 unit = 3 units

Difference also = 245.6kg - 89.3 kg = 156.3 kg

So 3 units = 156.3 kg

1 unit = 156.3 kg ÷ 3 = 52.1 kg

Mass of bin = 89.3 kg - 52.1 kg = 37.2 kg

OR

Mass of bin = 245.6 kg - 52.1kg × 4
= 245.6 kg - 208.4 kg
= 37.2 kg

This is a 'difference unchanged' type of question.
