Quite easy.

C-F bond has higher bond energy than C-Cl bond. This means a stronger bond. So the C-Cl bond is weaker.

Less energy is needed to overcome the covalent bonding, and break the C-Cl bond in photolysis (i.e high energy UV radiation)



So we will get a higher probability of C-Cl bonds broken

The result is that there are more Cl● radicals than F● radicals in the atmosphere.
