Why must use 0.1? And then ÷ 5?

3.9 - 3.8
= 4 - 3.9
= 0.1

in btw 3.8 ~ 3.9 or 3.9 ~ 4
there r 5 grids

each grid → 0.1÷5 = 0.02

If 3 oranges and 2 apples in a bag. We can have 15 bags
If 9 oranges and 6 apples in a bag. We only have 5 bags.
15 bags in more than 5 bags.
