No. You've calculated the time taken to fill ⅓ of the tank.
But the question says ⅓ of the tank has already been filled.So you should be calculating the time taken to fill up the remaining ⅔ of the tank instead.
①72000 × ⅔= 48000
②48000 ÷ 3000 = 16
16 minutes were needed to fill up the tank completely.
OR
Alternative to step ① :
72000 - 24000 = 48000
