36-2×9 = 18
4×18 = 72 cm (Ans)

The longer straight side of each △ is covered by the shorter straight side of another △(9 cm)
So 36 - 9 = 27 is not enough as you need to subtract another 9 cm to account for this covered portion.
27 cm - 9 cm = 18 cm
Perimeter = 4 × 18 cm = 72 cm
