i) asked for 'decrease the most', not 'increase the most'. So it should be between 18 Jul and 19 Jul.
For ii),
They asked you to express the percentage to the nearest whole number, not to 3 significant figures.
Furthermore, it was already given that the total number of cases for that week was 1542. So in your working, you didn't have to write out all those additions in the denominator.
You can just do:
286/1542 × 100 % ≈ 18.547% = 19% (nearest whole number)
