Make it into the form a² - 2ab + b² first. Then change to its equivalent, (a - b)².
4x² - 12xy + 9y² = 0
(2x)² - 2(2x)(3y) + (3y)² = 0
(2x - 3y)² = 0
2x - 3y = 0
2x = 3y
x/y = 3/2
