Change to the same units first.
3kg = 3 × 1000g = 3000g
150g as a percentage of 3000g would be :
(150/3000 × 100) % = (1/20 × 100) % = 5%

2 hours = 2 × 60minutes = 120 minutes
36 minutes as a percentage of 120 minutes would be:
(36/120 × 100)% = (3/10 × 100)% = 30%

Alternatively,

Simply the fraction first then change the denominator to 100 (if possible)

150/3000 = 1/20 (divide both by 150)
1/20 = 5/100 (multiply both by 5)

Then,
5/100 = 5%
(remember that percentage means 'per hundred' or 'for every hundred)

36/120 = 3/10 (divide both by 12)
3/10 = 30/100 (multiply both by 10)

Then,
30/100 = 30%
