can someone explain why the answer is 7:4 and not 4:7 by the way, the questions is asking for the ratio of m:n

4m = 7n
is like saying
the mass of 4 mangoes is the same as the mass of 7 notepads
Of course, each mango will be heavier than each notepad, and in fact they will be in the ratio 7 : 4 (the opposite).
You can think of "units" in this question by drawing model diagrams to help you visualise the story, since you have probably freshly graduated from primary school last year.
