(1) is correct.
Human skin cells fall under the category of animal cells, which do not have cell walls. Animal cells don't have chloroplasts either. So human skin cells fit category R.

Plant root cells do not have chloroplasts (no photosynthesis take place in the soil sincerely sunlight cannot pass through the soil to reach the roots). But they are still plant cells so they have cell walls. This fits category Q.

As for P, it is obvious that leaf cells fit this category.

Why is (3) wrong?

Because root cells do have cell walls, so it doesn't fit category R.

Human skin cells don't have cell walls, so it doesn't fit category Q.

As for cells of a plant stem, it depends.

Cells of the inner stem do not have chloroplasts.

But for the outer part of the stem of some plants, there may be chloroplasts in the cells.

So generally it's a no.
