'You must always move towards Q' means that you can only move up or right. Cannot turn back down or move left.
This is actually a simpler form of typical Math Olympiad questions.

Alternative method. Each number represents how many ways to get to a particular point. The total number of ways for each point is always the sum of the number of ways to get to the points right before it. For example, there are 2 ways to get to the middle point (1 by going upwards then turning right , the other by going rightwards first then heading up)
