dx/dt = 4

Integrating back with respect to t,

x = 4t + c, c is a constant.

So,


4t = x - c

t = ¼x - ¼c

dt/dx = ¼


So, yes. True.

Another way to think about it :
If dx/dt = 4, it can be taken to mean that as t increases at a certain rate/by a certain amount, x increases by 4 times of that rate/amount.
So reciprocally, t increases at ¼ the rate of x increasing.
