Since the median is 2, both the 20th and 21st household must have two children each.

On the lower end, we can have the 20th and 21st people as the very first two households out of the 12 households.

In this case, there must be 19 households having 1 child or less. So, a = 14 and b = 3.

On the upper end, we can have the 20th and 21st people as the very last two households of the 12 households.

In this case, there must be 21 households having 2 or fewer children, So, a = 4 and b = 13.

b ranges from 3 to 13, with a minimum of 3.

Hope the figure helps when u draw out the arrangement, maybe you can visualise better why smallest value of b has to be 3, not 2.
