This is Supposition Method - It makes assumption that all the 34 bags have 24 cookies in each bag only.
But there are 900 cookies instead of 816.
So the extra 84 cookies are being distributed into some bags (each +4) to have 28 cookies each.
Guess and Check Method can be used in this question too.
