the phloem * outer ring of stem * was removed , food was not able to be transported to the roots causing it to be collected in the stem in-between the cuts , causing it to swell

It depends on the question info, though not much was given so I am going to assume it was the food carrying tubes that were removed.

Answer: (Info) The food carrying tubes in the stem of the plant had been removed,(Concept) causing food from the leaves unable to be transported down to the roots. (Conclusion) Hence, food from the leaves accumulated above the cut and swelled between Part X and Y.
