since the question uses the word arrangement, then the order of the numbers must matter.
first work out number of ways to group the numbers. Then consider the number of ways to rearrange the groups and rearrange the numbers within the groups.
I assume that you understand n! notation.
n! = n x (n-1) x (n-2) x ... x 2 x 1
if the order of the numbers does not matter, then there are only 2 possible ways to group the numbers.
this question should be out of O level A Maths syllabus, unless you are in IP.
