There are 28 staffs,
Treat the ratio as if they are like models in primary school. So the ratio 2:5 means for every 2 junior staff in the school, there will be 5 senior staff. The school has a total of 28 staff. When you treat the ratio as models, 2u+5u will give you 7u. So to find 1u, simply take 28 divided by 7u. Since junior staff have 2u, take 28 divided by 7 mutiply by 2 which will give you the answer.
