Shoe 100% = $40
Discount 25% = 40×75/100 = $30

60% of shoe at $40 = 60%×$40= $2400%
40% of shoe at $30 = 40%×$30=$1200%

Therefore,
$2400% + $1200% = $2160
3600% = 2160
1% = 2160÷3600 = 0.6

Shoe sold on discount = 40%
= 40×0.6
= 24 pairs.
