I+S+T = ¼ big circle
= ¼ ×(22/7)×28² = 616

I+T = ¼ big circle - ¼ small circle
= ¾ × 616 = 462

II + T = rectangle
= 14×28 = 392

I - II = 462-392 = 70cm²(Ans)
