to have a small difference, you will need two large numbers.
you can’t use the largest 4-digit number since 2500 - 2499 = 1 (not a 3-digit number).
so, use the largest 3-digit number (999).

workings:

2500 - 999 = 1501 (the other 4-digit number)
1501 - 999 = 502 (Ans)

2500-100=2400
2400-100=2300
Ans is 2300
